He worked nearly 10 years for the D.G.A. (French weapon procurement agency). After a Master 2R in applied mathematics, he&#8217;s now a teacher in mathematics.</p>
<p>In the meantime, he has been scientific coordinator of UFOCOM web site for a few years, trying to gather scientific expertise from different fields (astrophysics, biochemistry, aerospace, digital processing of images/video, &#8230;) to be in position to study any material made available to the UFOCOM. His main interest was the Belgian UFO flap that began in the late 80s early 90s. He studied some of the F16 radar lock on data provided by A. Meessen.</p>
<p>He published a <a href="http://www.scientificexploration.org/journal/jse_22_3_baure.pdf">recent work</a> with Martin Shough, David Clarke, Paul Fuller and others about a strange aerial luminous phenomenon observed by pilot(s) above the Channel Islands.</p>
<p>He has always been strongly attracted to the idea that life is blooming throughout the universe, and he&#8217;s inclined to wonder whether advanced life forms could be visiting/studying/monitoring the <i>homo sapiens</i> evolution and his long march towards the stars.  Consequently, he&#8217;s interested in all the ways to bring the available UFO related field data to science, even if it is very challenging to work on this collected data, sometimes very sparse, and if in the end, it remains hazardous to discriminate between phenomena originating from earth and phenomena extraterrestrial in nature. He has the longlasting feeling that one must cross many science fields (combining &#8220;hard sciences&#8221; and social or human psychology, cognitive sciences,&#8230;) to properly approach the UFO phenomena. </p>
<p>He&#8217;s admirative of the science camps of the Hessdalen project, and of any attempt to make experimental science (gathering ad hoc sensors) on a set of rare phenomena. He&#8217;s also curious to see whether the Internet promises (collective intelligence, team working, data-mining, &#8230;) combined to all the new mobile technology (imaging, geolocalizing,&#8230;.) will help the study the UFO phenomena.  </p>

<p><strong>Subject:</strong> catalogue and archive of Italian USO case reports</p>
<p><strong>Aims:</strong> collecting, cataloguing and evaluating all documentation about reported sightings of Unidentified Submerged Objects (USO) or water-related UFOs in Italy.</p>
<p><strong>Methods:</strong> Four categories have been defined for inclusion (submerged objects; objects entering water; objects coming out of water; navigating or standing objects upon the water surface). All available documents about any such reported event is being collected and filed in an individual folder. A database  is being kept for indexing purposes. Exchanges with similar collections abroad are also kept.</p>
<p><strong>Results</strong>: 200 Italian USO case histories have been collected, filed, catalogued and evaluated as yet.</p>
<p><strong>Publications:</strong> A preliminary 16-pages catalogue was released and pivately circulated by CISU in 1996. A full annotated catalogue with summary,  sources and evaluation for each  report  was  later published as a 160-pages CISU monograph in 2003. This later catalogued was entirely translated to English and is available through the American website waterufo.net by Carl Feindt. Several USOCAT reports have been included in Feindt&#8217;s book <em>&#8220;UFOs and Water&#8221;</em> (2010)</p>

<p><strong>Started in:</strong> 1984</p>
<p><strong>History:</strong> &#8220;Project Italy 3&#8243; was created in 1981, as a collective effort of analysing Italian Close Encounters of the Third Kind, by the Rome branch of Centro Ufologico Nazionale (Massimo Pigliucci). When that group disbanded, coordination was taken by Paolo Fiorino, who changed it into a national catalogue and archive.</p>
<p><strong>Aims:</strong> Collecting, investigating, cataloguing and analising Italian CE-III reports.</p>
<p><strong>Methods and results:</strong> As of now, 720 Italian UFO reports with associated entities have been catalogued into a database. Project archives presently consists of more than 10,000 pages of documentation. Personal investigation reports by the coordinator are 130, and another 160 field investigation reports are also filed. Audio-video recordings exist for more than 120 case histories. A separate archive also collects documentation about Italian contactees and cultist groups.</p>
<p><strong>Publications:</strong> Several articles have been published, most of them reporting about investigated cases [see <a href="http://www.euroufo.net/2012/01/paolo-fiorinos-bibliography/">Paolo Fiorino's Bibliography</a>].</p>
<p><strong>Future developments:</strong> Publication of the whole annotated catalogue of Italia CE-III reports, internal analises and comparative analises with international samples are planned. Evolution of CE-III reports in time and in connection with sociological and storiographic issues is also planned.</p>

<p><strong><em>Aims</em></strong></p>
<p>AirCat (Italy) is a collection and analysis of UFO reports involving pilots and aircrafts from Italy and abroad. It also concerns radar and radar-visual reports without sightings from aircraft or by pilots.</p>
<p><strong><em>Methods</em></strong></p>
<p>Data collection comes for Italian cases from direct reports by witnesses to UFO organizations, reports in the general media, documentations released by military or civili aviation authorities, investigations by UFO researchers. Analysis includes both statistics and and technical examination of best cases, with a special attention to interaction between UFOs and aircrafts.</p>
<p>International reports are also logged in a separate catalogue for comparison purposes.</p>
<p><em><strong>Results</strong></em></p>
<p>An intense cooperation with international researchers working on the same subject has been kept since the beginning.</p>
<p>Two editions of the annotated catalogue of Italian reports have been published as a CISU monograph in 2001 and 2004.</p>
<p>Several articles have also been written and published, both about general issues and about specific case histories [see <a href="http://www.euroufo.net/2011/12/marco-orlandis-bibliography/">Marco Orlandi's bibliography</a> for details].</p>
<p>334 Italian reports have been logged for the 1932-2011 years, 147 of these being well documented sightings by pilots.</p>
<p>The international side-catalogue presently consists of 2003 case histories from 1916 through 2009.</p>

<p>SOBEPS (Belgian Society for the Study of Space Phenomena) is a non-profit organization, published in the Annex to the &#8220;Moniteur Belge&#8221;, dated May 20<sup>th</sup> 1971. The organization’s purpose is to rationally study unidentified flying objects (UFOs) and issues related thereto. Based solely on volunteering, our endeavour includes investigations of witness testimonies, and an unprejudiced dissipation of the gathered information. Among its membership, SOBEPS counts specialists from universitarian, scientific, educational, financial and media sources.</p>
<p>SOBEPS wishes to contribute to the objective study of the UFO phenomenon, excluding any confessional, philosophical or political choices or <em>a priori</em> hypotheses. Our research approach is scientific and based on collecting and analyzing the best possible facts that are trustworthy, and on the constant monitoring of gathered results. In order to achieve this, we have put in place and coordinate the following activities:</p>
<ul>
<li>amass information on the UFO phenomenon through witnesses and other instances implicated in the event;</li>
<li>performance of in-the-field investigations;</li>
<li>verification of information, criticizing it according to the scientific method and the definition of observational analytical criteria;</li>
<li>organization of detection and measurement activities of the physical criteria of the phenomenon;</li>
<li>analysis of thus gathered information in collaboration with specialized labs;</li>
<li>diffusion of gathered information and research results out to the public as well as to officially responsible circles (political, military and scientific authorities);</li>
<li>organization of national and international meetings on the UFO problem in order to promote the objective and efficient research on the subject.</li>
</ul>
<p>Since its foundation in 1971, SOBEPS has always advocated a scientific approach of the UFO problem. During these past years, it has progressively reinforced the rigor of its enterprise, particularly since the famous UFO-wave over Belgium (Autumn 1989-Spring 1991).</p>
<p>Indeed, confronted with such an overwhelming amount of information, SOBEPS has felt the need for a prudent study that is in-the-field and devoid of preconceived ideas, and for the use of scientific instruments in order to gather objective and analytical data that go deeper than human testimonies.</p>
<p>Simultaneously, this wave of 1989-91 – closely observed aerial phenomena that had all the characteristics of objects moving at low altitude over populated areas – has inclined SOBEPS to regard information by neutral citizens as an essential foundation of democracy. In short, SOBEPS considers it its duty to unite and divulge the most objective knowledge on the UFO phenomenon.</p>
<p>Thanks to its acquired notoriety, SOBEPS has made itself heard within multiple official bodies, and has rendered more credible the scientific study of the UFO phenomenon. Within the framework of an agreeing protocol between Federal Police and SOBEPS, all testimonies of unidentified aerial phenomena are immediately transmitted by fax to the SOBEPS headquarter. A standard questionnaire is provided for this. Other particular disposals are provided for those significant cases that may need special requirements.</p>
<p>The wave has also allowed collaboration with the Belgian Air Force. The Air Force has weighed on a number of issues:</p>
<ul>
<li>&#8220;Operation Identification&#8221; with the help of the national Ministers of Defence, Communication and Domestic Affairs: the organization of four nights of observation at a national level, with the assistance of the Federal Police and logistics from the Air Force, with two military air planes for reconnaissance and the use of civilian airport centers at Bierset;</li>
<li>the publication of a preliminary report redacted by the military after unidentified radar echoes were recorded while UFOs were being noticed, in the night of March 30 and 31, 1990 (Walloon Brabant);</li>
<li>the collaboration of SOBEPS in the analysis of the (radar-)video studied at the Center of Electronic Warfare of the Belgian Air Force.</li>
</ul>
<p>Also, SOBEPS has enjoyed the help of several experts. This was the case for the analysis of a photographic document, in the lab of the Chair of Electricity at the Royal Military Academy (Brussels), as well as in the photographic department of the ‘Institut Royal du Patrimoine Artistique’ (IRPA). This collaboration with scientific organizations is continuing, as SOBEPS is surrounded by a certain number of scientific advisors who are collaborating practically in the development and control of its activities. Among the most active are:</p>
<ul>
<li>Auguste MEESSEN, professor emeritus at the Catholic University of Louvain, theoretical and quantum physicist.</li>
<li>Léon BRENIG, operating chief at the Free University of Brussels, theoretical physicist (former assistant to Professor Ilya Prigogine).</li>
<li>Claude GILLET, professor at the Universitarian Faculties of Namur, vegetal biologist.</li>
<li>Jean-Pierre AUQUIERE, Catholic University of Louvain, medicinal and pharmaceutical botanist.</li>
<li>Michel BOUGARD, University of Mons-Hainaut, chemistry and history of science.</li>
</ul>
<p>Since January 1972, SOBEPS publishes the magazine <em>Inforespace (</em>next issue # 111 to appear in December 2005). It has several other publications listed, with two main reports (500 pages each) on the Belgian wave of 1989-91: <em>Vague d’OVNI sur la Belgique. Vol. 1.
